His Excellency Eliud Thaddeus Williams, D.A.H., F.C.M.I.
Eliud T. Williams began his working life as a youth leader, social worker and a cooperatives development officer. Until recently, he was a management consultant at WHITCO Inc from April, 2008 to September 14th 2012. He was elected to the Office of President of the Commonwealth of Dominica by the House of Assembly on Monday 17th September, 2012. Before entering the consultancy field, he was the Managing Director of the Eastern Caribbean Telecommunications Authority (ECTEL) from 2004 to 2008.
He is a graduate of the University of the West Indies with a bachelor's degree in Accounting and a master's degree in Business Administration. He is Fellow of the Institute of Financial Accountants and also a Fellow of the Chartered Management Institute of the United Kingdom. Mr. Williams has pursued specialized training in Cooperative Management and Administration at the ICTC in Loughborough, U. K. He has also completed short term specialized training in Development Administration at the Manitoba Institute of Management and in Regulatory Policy and Strategy at the University of Florida in Gainesville.
Mr. Williams was a Permanent Secretary in the Government of Dominica, and served in the Ministries of Agriculture, Health and Social Security and Communications, Works and Housing. He also served as Secretary to the Cabinet for short periods on several occasions. He has considerable experience in Policy Planning and Analysis and has served as a director on several national and regional boards. He was a director of CARDI, the Caribbean Food Corporation, ECTEL and the Organization of Caribbean Utility Regulators.
He was Commissioner of Cooperatives from 1985 to 1987 and served as a director of the Roseau Coop Credit Union (now NCCU) from 1995 and was President from 1997 to 1999. He also served as a director of the Cooperative Societies League from 1999 to 2002. Mr. Williams also served as Chairman of the Independent Regulatory Commission from June 2010, and as Chairman and Member of the Board of Governors of the Dominica State College. He was also Vive President of Helping Hands Inc. He is married to Cornelia nee Henry and they have two adult sons.
